O) VIOLENCE IN THE CITY OF WINCHESTER, AND IN THE COUNTIES OF FREDERICK, CLARKE AND WARREN. We empower those affected by domestic and sexual violence by providing emergency housing, advocacy, outreach, support services, education and awareness.
