Kabul Small Animal Rescue (KSAR), a 501(c)(3) nonprofit, was founded in Kabul by Charlotte Maxwell-Jones, a U.S. citizen, in 2018, and she also serves as its chief executive . The chief mission of KSAR is to care for the numerous stray animals of Kabul, especially dogs and cats. Animals are bought to KSAR’s shelter, where they receive medical treatment, sterilization, rabies vaccinations, food, water, shelter, as well as affection and play until they are evacuated to forever homes of their own (usually overseas, primarily in the USA).
