The vision of CoSA-Ottawa is encapsulated by the twin mottoes: No More Victims and No One is Disposable. Three to five trained and screened volunteers are assigned to work with one ‘core member’, forming a ‘circle’. They support and hold him accountable on a regular basis for a minimum period of one year, meeting as a group and individually. Volunteers help him find ways to meet his practical needs and goals, celebrate successes and challenge any problematic decisions or attitudes that may lead to reoffending. The key to the program’s success is the trust that develops through frank discussion between them and the volunteers' role modelling of pro-social lifestyle and effective coping strategies. Each Circle is guided by a Covenant, a written agreement, that outlines the responsibilities and expectations of all involved. Although CoSA is a cost-effective approach to public safety and reintegration, it is essential to fund staff to oversee the safe operations of the circles.
