It was founded in 1940 by the three regional associations of the Deaf: the Western Canada Association, the Ontario Association and the Eastern Canada Association, with the support of the Montreal Association of the Deaf. The CAD was federally incorporated as a non-profit charitable association in 1948.

Initiatives of Change focuses on the interaction of people, whether few or many, in homes, small or large groups, personal encounters, training courses, and local or international conferences.
